Which method applies depends on the job — school abatement projects, for instance, generally follow AHERA clearance rules that specify TEM, while many residential and commercial clearances use PCM.
When air testing is actually needed
Air testing typically comes up in three situations: post-abatement clearance sampling before a contained work area is reopened, ambient/exposure monitoring during active abatement to confirm containment is holding, and occasional pre-purchase or post-disturbance checks when someone wants documented reassurance that fibers aren't airborne. Air testing is not a substitute for bulk material sampling — a bulk sample (a small piece of suspect material sent to a lab) is what determines whether a material contains asbestos in the first place. Air testing tells you whether fibers are currently airborne, which is a different question.
Independence matters here too
The same conflict-of-interest concern that applies to abatement work applies to clearance air testing. If the contractor who performed the abatement also collects and interprets the clearance air samples, there's an incentive to declare the area clear regardless of the actual result. What results mean
Clearance criteria vary by jurisdiction and project type, but the general idea is that fiber concentrations need to fall below a specified threshold before the area is considered safe to reoccupy. Some programs use a "clearance" threshold tied to background/ambient levels; others use a fixed regulatory limit. The lab report will state the method used, fiber count, and calculated concentration — ask the inspector to walk you through what the number means for your specific situation rather than assuming a single national cutoff applies everywhere.

Does air testing tell me if my building has asbestos?
